系统复杂性下城市社区韧性建设的现状、问题及策略研究

摘　　要：城市社区是城市治理单元的“末梢”,加强社区韧性建设是关系城市社区安全稳定、城市公共安全建设和提升社区适应能力的重要内容,也是一项长期的复杂系统工程。当前城市社区存在空间韧性不足、经济韧性不强、治理韧性不顺、信息韧性不畅、组织韧性不力等问题,对此,城市社区应强化社区顶层规划以提升空间韧性,畅通社区内部微循环以提升经济韧性,推进社区共建共治以提升治理韧性,推进数据信息系统集成以提升信息韧性,注重多元参与以提升组织韧性等方面的策略,系统提升城市社区韧性。Urban communities are the“end”of urban governance units.Strengthening community resilience construction is an important part of the safety and stability of urban communities,the construction of urban public security,and the improvement of community adaptability.It is also a long-term complex system project.This paper analyzes the current situation of urban community resilience construction,uses the systematic research method to deconstruct the complexity of the current situation of urban community resilience construction and notices the problems of urban communities,such as insufficient spatial resilience,weak economic resilience,deficient governance resilience,impotent information resilience,and fragile organizational resilience.Therefore,the research proposes that urban communities should continuously improve the resilience of urban community systems by strengthening the top-level planning of communities to improve spatial resilience,unblocking the internal micro-circulation of communities to improve economic resilience,promoting community co-construction and co-governance to improve governance resilience,promoting data and information system integration to improve information resilience,and focusing on multiple participation to improve organizational resilience.
