摘　　要：财政分权和金融分权作为地方政府有效发挥职能的制度安排,对于地方政府在新时代贯彻落实共享发展理念具有重要意义。文章基于我国2005—2019年省级面板数据,采用双向固定效应模型实证分析了财政分权和金融分权对共享发展的影响。研究发现,财政分权和金融分权均能有效促进共享发展,但存在时空异质性。进一步采用分位数回归分析该影响的动态变化,结果显示随着共享发展水平的提高,两类分权制度对共享发展的影响均在整体上逐渐减弱,并呈现差异化的动态轨迹。此外,考察财政分权和金融分权的交互作用发现两者的协同性有待加强。因此,应根据共享发展的阶段制定相应的财政分权和金融分权的制度安排,并注重两者之间的协调配合,以期最大限度发挥中国式分权制度对共享发展的促进作用。Fiscal decentralization and financial decentralization as institutional arrangements for local governments to perform their functions effectively are important for local governments to implement the concept of shared development in the new era. The article is based on provincial panel data from 2005 to 2019 and uses a two-way fixed-effects model to empirically analyze the impact of fiscal and financial decentralization on shared development. The study finds that both fiscal decentralization and financial decentralization can effectively promote shared development but there is spatial and temporal heterogeneity in their effects. The results show that as the level of shared development increases, the impact of each type of decentralization system on shared development gradually decreases overall and shows a different dynamic trajectory. In addition, the interaction between fiscal decentralization and financial decentralization should be strengthened. Therefore, the institutional arrangement of fiscal decentralization and financial decentralization should be formulated according to the stage of shared development and the coordination between the two should be emphasized in order to maximize the role of the Chinese decentralization system in promoting shared development.
