工业用地配置制度和政策对空间利用效率的影响机理——兼论中国工业用地配置市场化改革的思路

摘　　要：“保持制造业比重基本稳定”的提出,再次明确了实体经济在实现第二个百年目标过程中的根基作用,也对城市工业用地的供应提出了新要求。针对当前工业用地空间保障中的两种策略,文章通过剖析中国城市工业用地的现状,结合中国城市空间资源配置趋势,提出内涵挖潜方式的制造业基本空间保障策略。进一步分析中国工业用地空间配置、闲置土地处置和土地再开发中的制度和相关政策对工业用地集约高效发展的影响机理,提出工业用地配置的市场化改革思路:深化土地“放管服”改革,重构市场主导的产业用地价格形成机制;完善保有产业用地的税收体系,增强税收的土地资源调配能力;推进工业用地产权改革和土地二级市场建设,营造规范有序的市场环境。The Outline of the 14th Five-Year Plan(2021-2025) for National Economic and Social Development and Vision 2035 of the People’s Republic of China proposes to keep the share of manufacturing in economy basically stable,which emphasizes the fundamental role of the real economy in the process of achieving the second Centennial goal and puts forward new requirements for the supply of industrial land in cities. In view of the two strategies to ensure the space of industrial land,this paper,after analyzing the current situation of industrial land use in China’s cities,and combines the trend of urban space resource allocation in China,proposes a strategy to ensure the basic space of manufacturing industry through excavating existing space. Then it analyzes the impact mechanism of the regulations and policies in China’s industrial land spatial allocation,idle land disposal and land redevelopment on the intensive and efficient development of industrial land. Finally,it puts forward three ideas from the market-oriented reform of industrial land allocation:deepening the “reform of government functions” in land market while reconstructing the market-led price formation mechanism of industrial land;improving the tax system for industrial land reserve while enhancing the ability of tax revenue to allocate land resources;promoting the property right reform of industrial land and the construction of secondary land market,and creating a standardized and orderly market environment.
