跨境电商助力共同富裕的机理——基于居民收入和消费视角

摘　　要：跨境电商作为我国对外贸易新业态,具有跨越生产和消费时空限制的优势,在我国大力发展跨境电商的背景下,跨境电商助力共同富裕具备一定的现实条件。基于居民收入和消费视角,利用2012—2020年31个省级行政区面板数据分析跨境电商能否通过提高居民收入和消费、缩小城乡居民收入和消费差距来助力共同富裕。研究结果表明,一方面跨境电商通过参与效应提高农村居民收入,进而缩小城乡居民收入差距助力共同富裕;另一方面跨境电商能够提高农村居民消费,同时跨境电商通过缩小城乡居民收入差距和促进数字金融发展来减小城乡居民消费差距,从而助力共同富裕。跨境电商助力共同富裕的地区差异性分析显示,中部和西部地区相较于东部地区,通过发展跨境电商缩小城乡居民收入和消费差距助力共同富裕更明显。因此,在跨境电商助力共同富裕过程中,各地区要进一步提高跨境电商水平,为农村居民创造更多就业岗位,进一步发挥跨境电商对数字金融的倒逼作用,使跨境电商能够持续、稳定地通过提高农村居民收入和消费、缩小城乡居民收入差距和消费差距助力共同富裕的实现。Cross-border e-commerce,as a new form of foreign trade,has the advantage of crossing the time and space constraints of production and consumption.In the context of China’s vigorous development of cross-border e-commerce,cross-border e-commerce has certain practical conditions to help common prosperity.From the perspective of household income and consumption,this paper analyzes whether cross-border e-commerce can contribute to common prosperity by increasing household income and consumption and narrowing the gap of income and consumption between urban and rural households by using panel data of 31 provincial administrative regions from 2012 to 2020.The results show that cross-border e-commerce improves the income of rural residents through the participation effect,thus narrowing the residents’income gap between urban and rural and contributing to common prosperity.Cross-border e-commerce can also reduce the consumption gap between urban and rural residents by stimulating the consumption of rural residents and promoting the development of digital finance,thereby facilitating common prosperity.The analysis of regional differences shows that the development of crossborder e-commerce in the central and western regions has a more obvious effect on narrowing the income and consumption gap between urban and rural residents,thus contributing to common prosperity than in the eastern regions.Therefore,in the process of cross-border e-commerce helping common prosperity,each region should further improve cross-border e-commerce,create more jobs for rural residents,and exert the reverse effect of cross-border e-commerce on digital finance,so that cross-border e-commerce can sustainably and steadily contribute to the realization of common prosperity by increasing rural residents’income and consumption and narrowing the income and consumption gap between urban and rural residents.
