摘　　要：从评价的本质出发,提出关于公共科技成果价值评价的一套基础理论,包括辨析价值评价的内涵,以国内外获奖成果作为案例阐述五大价值要义,提出符合国家公共利益、符合科技发展规律、分类评价以及有限使用等4项评价原则。最后对价值评价在科技评价体系中的范式转化意义进行阐述,为评估界应对价值评价挑战提出树立新标、调整方向、改革管理、转换角色等建议。Starting from the essence of evaluation, a set of basic theories about value evaluation of public science and technology achievements are proposed, including the connotation of value evaluation. Based on the case study of award-winning achievements at home and abroad, five major values are explained. Four evaluation principles are proposed, such as the national public interest, the laws of science and technology development, classification evaluation,and limited application. Finally, the paradigm transformation of value evaluation is illustrated. Some suggestions are put forward to meet the challenges brought by value evaluation, such as setting new criteria, adjusting direction, reforming management, and changing role.
