摘　　要：为帮助城市有关管理部门与组织发现管理过程中的薄弱点并进行改进与提升,提高灾害应急能力建设的科学化规范化管理程度,提出一个城市灾害应急能力成熟度评估模型。模型构建城市灾害应急能力成熟度要素框架,筛选并确定能力成熟度指标体系,建立评估过程。通过对陕西省延安市应急管理能力评价的实际应用,证明这个评估模型可以合理评价城市当前的应急能力成熟度水平,可为城市持续增强灾害应急管理能力的方法路径提供参考。In order to help relevant urban management departments and organizations discover the weak points in the management process and make improvements and upgrades, and improve the scientific and standardized man-agement of disaster emergency response capacity building, this paper proposes a capability maturity model of urban disaster emergency response. The model constructs the framework of urban disaster emergency response capability maturity elements, screens and determines the capability maturity index system, and establishes the evaluation pro-cess. Through the practical application of the evaluation of emergency management capabilities in Yan’an, Shaanxi Province, it is proved that the evaluation model can reasonably evaluate the city’s current emergency response ma-turity level, and provide a reference for the method and path of the city’s continuous enhancement of disaster emergency management capabilities.
