公共人力资本投资的民生改善效应及门槛特征

摘　　要：采用2000―2018年省级面板数据,首先构建包含经济、文化、发展和安全民生四个维度在内的民生改善指标体系,利用熵权法测算各省民生改善水平,其次将公共人力资本投资分为公共教育投资和公共健康投资两类,采用面板门槛效应模型验证二者与民生改善之间的非线性关系。结果表明:整体上我国民生改善水平呈稳定上升态势,但区域不平衡特征仍较为突出,中西部地区民生改善水平亟需提升;公共教育投资和公共健康投资均具有一定的民生改善效应,并且二者与民生改善之间存在非线性关系,表现出显著的门槛特征;随着区域人力资本存量的提升,公共人力资本投资的民生改善效应进一步加强,但值得注意的是,目前多数地区的公共教育和公共健康投资均未突破门槛值达到“拐点”。因此,有必要适度扩大公共人力资本投资力度,以期为民生改善提供新动力。The article uses the provincial panel data from 2000 to 2018,firstly constructs the people′s livelihood improvement index system,uses the entropy weight method to measure the improvement level of people′s livelihood in each province,and secondly divides the public human capital investment into public education investment and public health investment.The effect model verifies the nonlinear relationship between the two and the improvement of people′s livelihood.The results show that:on the whole,the improvement of people′s livelihood in my country has shown a steady upward trend,but the regional imbalance is still prominent,and the improvement of people′s livelihood in the central and western regions is in urgent need of improvement;both public education investment and public health investment have a certain effect on people′s livelihood improvement,and two There is a nonlinear relationship between people and the improvement of people′s livelihood,showing a significant threshold characteristic;with the increase of regional human capital stock,the improvement effect of public human capital investment is further strengthened,but it is worth noting that the current public education in most regions and public health investment have not exceeded the threshold to reach the"inflection point".Therefore,it is necessary to appropriately expand public human capital investment in order to provide new impetus for the improvement of people′s livelihood.
