环境规制视角下FDI质量对绿色发展效率的影响研究——以长江经济带三大城市群为例

摘　　要：在长江经济带构筑高水平开放高地战略与绿色转型背景下,如何发挥FDI质量对城市群绿色发展的助推作用至关重要。文章选取长江经济带三大城市群2010~2019年面板数据,运用Super-SBM模型测度74座城市的绿色发展效率,基于环境规制门槛效应构建PSTR模型,实证考察FDI质量与绿色发展效率的平滑转换效应。结果表明:(1)FDI质量能够显著促进绿色发展效率,其中FDI出口与外资规模作用最为显著;(2)FDI质量与绿色发展效率的关系受环境规制调节,随着规制强度提高,FDI质量对绿色发展效率的促进作用逐渐弱化;(3)分区域层面,环境规制弱化效应体现在长三角城市群,强化效应体现在长江中游、成渝城市群。Under the background of building a high-level open highland and green transformation in the Yangtze River Economic Belt,how to play the role of FDI quality in promoting the green development of urban agglomeration is crucial.By selecting the panel data of three urban agglomerations in the Yangtze River Economic Belt from 2010 to 2019,this paper uses Super-SBM model to measure the green development efficiency of 74 cities and constructs a PSTR model based on the threshold effect of environmental regulation to empirically investigate the smooth conversion effect between FDI quality and green development efficiency.The results show that:(1)FDI quality can significantly promote green development efficiency,among which FDI export and foreign capital scale play the most significant role;(2)the relationship between FDI quality and green development efficiency is regulated by environmental regulation and with the enhancement of regulation intensity,the promotion effect of FDI quality on green development efficiency is gradually weakened;(3)at the regional level,the weakening effect of environmental regulation is reflected in the urban agglomerations in the Yangtze River Delta and the strengthening effect is reflected in the middle reaches of the Yangtze River and Chengdu-Chongqing urban agglomeration.
