城市生态韧性与经济发展水平耦合协调关系研究——以江苏省为例

摘　　要：生态与经济耦合协调度是衡量区域发展健康与否的重要标准。从韧性视角出发,借用PSR模型,综合选取生态风险指数、景观稳定性指数、生态系统服务价值和恢复力指数对江苏省城市生态韧性进行评价,并运用耦合模型测算了江苏省及其13个城市2000—2020年间生态韧性与经济发展水平的耦合协调关系,探究其时空变化特征。结果表明:(1)研究期内,江苏省整体经济发展水平显著提高,生态韧性指数持续降低,但两者的耦合协调度呈现由“基本失调”向“基本协调”发展的特征;(2)空间分布上,江苏省各城市经济发展水平整体呈现“苏南>苏中>苏北”的阶梯性,生态韧性呈现出“北高南低、东高西低”的格局,而两者间的耦合协调度呈现从苏南与沿海向苏北与内陆递减的格局。在以生态优先为主导的国土空间规划背景下,可通过严格划定三区三线、积极促进节约集约用地、科学构建生态格局等方式保障生态与经济双赢。The degree of coupling coordination between ecology and economy was an important criterion to measure the health of regional development.From the perspective of resilience,this paper used the PSR model to evaluate the urban ecological resilience of Jiangsu Province,by selecting the ecological risk index,landscape stability,ecosystem service value and resilience index.This paper used the coupling model to measure the coupling coordination of urban ecological resilience and economic development level,and explored its temporal and spatial characteristics in Jiangsu Province from 2000 to 2020.The results showed that:(1)During the study period,the overall economic development level of Jiangsu Province was significantly improved,the ecological resilience index continued to decrease,but the coupling coordination degree of the two increased from“basic imbalance”to“basic coordination”feature.(2)In terms of spatial distribution,the overall economic development level of each city presented a ladder of“South Jiangsu>Central Jiangsu>North Jiangsu”,the ecological resilience presented a pattern of“high in the north and low in the south,and high in the east and low in the west”,and the cities coupling coordination degree showed a decreasing pattern from southern and coastal areas to northern and inland areas.Under the background of territorial spatial planning dominated by ecological priority,it was possible to ensure a win-win situation between ecology and economy by strictly delimiting three districts and three lines,promoting economical and intensive land use,and constructing ecological pattern.
