东北三省民营经济发展格局演变及其影响因素分析

摘　　要：从民营经济发展规模、结构、活力、贡献4个方面构建了民营经济发展水平评价指标体系,对2005—2019年东北三省民营经济发展格局演变及其影响因素进行分析。结果表明:(1)东北三省民营经济发展水平整体持续提升,但在规模扩张和质量提升方面尚未实现统筹协调,仅沈阳、大连、长春、哈尔滨、营口等少数城市民营经济发展形成了持续稳定的竞争力。(2)民营经济发展水平空间分异有所加剧,呈现出核心—边缘和东南沿海—北部沿边的空间分异特点。(3)民营经济的发展格局演化受到地区间软、硬发展环境差异的综合影响,其中基础设施水平、政府干预程度和金融服务能力持续影响民营经济的空间分异,创新活力和发展要素条件也有阶段性的影响。未来,东北三省民营经济发展应进一步强化民营经济强市的辐射带动作用,积极探索资源型城市及边境偏远地区民营经济发展路径和模式。This paper built an evaluation index system of private economy to analyze the spatial evolution and influential factors of Northeast China from 2005 to 2019.The index system consisted of four aspects:the development scale,structure,vitality and contribution of the private economy.The results showed that:(1)The level of private economic development in the three northeastern provinces continued to improve.However,the connotative growth and extensional expansion still hadn′t achieved coordination,only a few cities such as Shenyang,Dalian,Changchun,Harbin,Yingkou had formed sustained and stable competitiveness.(2)The spatial differentiation of the level of private economic development had intensified,showing the characteristics of core-periphery and southeast coastal-north border spatial differentiation in the three provinces.(3)The development pattern of private economy was affected by the differences of soft and hard development environment.The improvement of infrastructure,the extent of government intervention and the ability of financial services continued to play a role in the development of the private economy in this area.Innovation vitality and development factors also had a phased impact.In the future,the development of private economy should further strengthen the radiating and driving role of central cities and actively explore the development path and model of private economy in resource-based cities and remote border areas.
