阿拉善盟一次强沙尘暴天气过程气象服务分析

摘　　要：主要分析了在2020年后冬和2021年初春异常偏暖的条件下,阿拉善盟地区2021年3月14—15日出现的一次强沙尘暴天气过程,以及气象部门采取的气象服务具体措施。从强度来看,这是近十年以来最强的一次沙尘暴天气过程。针对此次重大天气过程,阿拉善盟气象台提前发布重要天气报告,电话叫应相关部门,过程中启动重大气象灾害(大风沙尘暴)Ⅳ级应急响应,盟委减灾委员会办公室根据气象台发布的沙尘暴橙色预警信号,发布《阿拉善盟自然灾害橙色预警信息》,盟教体局果断采用气象部门建议,首次实施全盟中小学停课机制,同时开展气象科普工作,进一步增强了社会大众的气象灾害防御意识,取得了一定的社会效益。总体来看,此次过程的预报较为准确、各项服务较为及时、信息宣传覆盖面广,但仍存在不足,下一步将优化各项举措,提升自身预报预警能力,切实推动部门内外合作取得实效,充分发挥防灾减灾的第一道防线作用。In this paper, under the abnormally warm conditions in the late winter of 2020 and the early spring of 2021, a strong sandstorm occurred in the Alxa League region from March 14 to 15,2021, and the specific measures taken by the meteorological department for meteorological services were analyzed. In terms of intensity, this was the strongest dust storm in the last decade.For this major weather process, the Alxa League meteorological observatory released an important weather report in advance, called relevant departments, and launched a level Ⅳ emergency response to major meteorological disasters(sandstorms). The Alliance Committee’s Disaster Reduction Committee Office issued the Orange Early Warning Information of Natural Disasters in Alxa League based on the orange early warning signal of sandstorms issued by the meteorological observatory. The League Education and Sports Bureau resolutely adopted the suggestions of the meteorological department, For the first time, the suspension mechanism of primary and secondary schools throughout the league was implemented,and the meteorological science popularization work carried out at the same time further enhanced the public’s awareness of meteorological disaster prevention, and achieved social benefits. In general,the forecast of this process was more accurate, the services were more timely, and the information publicity coverage was wide, but there were still shortcomings. In the next step, we will optimize various measures, improve our own forecasting and early warning capabilities, effectively promote the cooperation between internal and external departments to achieve actual results, and gave full play to the role of the first line of defense in disaster prevention and mitigation.
