“元网络”视角下群团组织参与基层社会治理的路径及机制——以北京市首个“侨之家”社区建设为例

摘　　要：群团组织参与基层社会治理是打造共建共治共享的社会治理共同体的必然要求。从“元网络”视角出发,群团组织参与应致力于帮助社区有效建立和发展社区网络,促进社区自我生产。群团组织参与社区联网的典型案例显示,群团组织可以成为社区“联网之桥”。第一,作为社区多元参与联结点,支持“异质性”群体与社区联网,构筑社区包容性发展基础;第二,充当社区跨组织间合作中介,推动社区网络双向拓展,搭建社区需求回应平台;第三,联建社区共治协调机构,优化网络自主治理,塑造社区自我生产韧性。群团组织作为“联网之桥”,通过支持社区联网的过程,助力构建社区治理共同体。In order to build a social governance community of co-construction, co-governance and co-sharing, group organizations need to actively participate in grass-roots social governance. From the perspective of “meta network”, the participation of group organizations should be committed to helping communities effectively establish and develop community networks and promote community self-production. A typical case of group organizations participating in community networking shows that group organizations can become the “bridge of networking” in communities. First of all, as the connection point of community participation, group organizations can find informal interpersonal networks in the community through the vertical consolidation of the effective connection of specific groups, and support the networking between “heterogeneous” groups and communities;Secondly, group organizations act as the intermediary of inter-organizational cooperation in communities, promote the two-way expansion of community networks, and build a community demand response platform;Thirdly, group organizations and other community entities jointly build community network umbrella institutions, optimize network self-governance, and shape community self-generation resilience. By supporting the process of community networking, group organizations improve the inclusiveness, connectivity and productivity of community networks, and help build community governance communities.
