摘　　要：目的:随着信息化的发展,国家、省、市、医院等各级机构都采集存储了海量的数据,推进数据治理、开发、利用,将数据资源变成有效资产,激发数据要素价值潜能是各部门的研究重点。本研究围绕区域卫生健康信息平台治理及应用情况进行分析,以期能够为提升市级层面的数据治理和数据应用提供借鉴。方法:梳理区域卫生健康信息平台的基本情况,探讨数据治理中的现存问题,梳理数据应用场景。结果:基于市级区域卫生健康信息平台建立统一的数据标准、标准管理平台、数据质控模块,并不断迭代更新,使数据质量、数据安全与共享、数据管理等方面得到显著的提升,支撑医疗健康大数据持续创新应用。结论:市级区域卫生健康信息平台可支持疫情精准防控,互认检查检验结果,有效落地云商保等信息平台的相关应用。Objective With the development of information technology,there are a huge amount of data collected and stored by national,provincial,municipal hospitals and medical institutions at all levels.How to promote the governance,development,and utilization of data,turn data resources into effective assets and stimulate the potential value of data elements is the research focus of all departments.This study focuses on the analysis of data governance and application of regional health information platforms,hoping to provide reference for improving data governance and application at the municipal level.Methods The basic situation of regional health information platforms was summarized,the existing problems in data governance were discussed,and the data application scenarios reviewed.Results Based on the municipal-level regional health information platform,unified data standards,standard management platform and data quality control module were established and constantly updated,which could significantly improve data quality and integration,data security,data sharing and data management,and support the continuous innovative application of medical and healthcare big data.Conclusion The municipal regional health information platform is capable of supporting targeted epidemic prevention and control,mutual recognition of examination and test results,and effective implementation of cloud commercial insurance platform,and other relevant applications.
