国际救援队与维和警察防暴队工作机制比较研究

摘　　要：在联合国框架下,国际救援队与维和警察防暴队均在各自领域发挥着重要作用,两种队伍看似互不相干,却在工作机制上有很多相同之处,各有所长。全面分析与比较两支队伍的工作机制、现状与国际影响力,并从完善国际合作工作机制、加强涉外人才储备和培养、加大驻外机构或国际组织职员的派遣力度、优化国际救援事业顶层设计4方面对我国新体制下的国际救援队伍建设提出建议,为相关国际合作工作的开展提供参考。Under the framework of the United Nations,USAR and FPU seem to be unrelated to each other,but they have many similarities in working mechanisms and have their own strengths.The author with experiencing in serving in USAR and FPU carried out a comprehensive comparison and analysis of the two kinds of teams,and proposed his suggestion on the development of USAR of China under the new system.The aim is to improve and enhance the awareness and competence of relevant professionals to work within the United Nations framework,and to provide a reference for the relevant international cooperation.
