市域社会治理现代化:英国的实践模式及其政策启示

摘　　要：本文在对市域社会治理现代化概念进行界定的基础上,梳理了英国市域社会治理现代化过程中的主要做法和政策经验,认为英国模式能够为我国加快推进市域社会治理现代化提供有益的政策启示。这种政策启示主要表现在:一是要转变市域社会治理理念,明确市域社会治理方向;二是要强化多元主体的有序参与,推进法治化的治理体系;三是要注重治理体系的能力建设,提供市域社会治理的保障;四是要建立健全多元共治机制,增强市域社会治理活力。On the basis of defining the concept of the modernization of municipal social governance,this paper combs out the main practices and policy experience in the process of the modernization of British municipal social governance, and believes that the British model can provide useful policy enlightenment for China to accelerate the modernization of municipal social governance.This policy implication is mainly manifested as followed: Firstly, it is necessary to change the concept of municipal social governance and clarify the direction of municipal social governance.The second is to strengthen the orderly participation of multiple subjects and promote a governance system based on the rule of law.The third is to pay attention to the capacity building of the governance system and provide the guarantee of municipal social governance.Fourthly, it is necessary to establish and improve the mechanism of pluralism and co-governance to enhance the vitality of municipal social governance.
