摘　　要：风险社会的来临打破了传统社会风险的边界,改变了风险的影响机制与效用机理,对国家安全治理体系构成巨大冲击与挑战,对国家安全治理能力的系统性、整体性、协同性提出越来越高的要求。在国家安全治理全生命周期的视角下,治理能力由议程设置的引导力、政策规制的决断力、紧急处置的权变力、部门合作的协调力以及适时变革的领导力等五方面组成。这些能力建设在新的时空背景下,不同程度地面临风险预警梗阻、政策规制迟疑、紧急处置僵化、合作治理困境及组织变革约束五大挑战。在中国式现代化的不断推进的历史进程中,国家安全治理能力的现代化宜在优化议程引导力、提升政策决断力、塑造紧急权变力、完善组织协调力和培育变革领导力等方面统筹推进,以有效化解安全风险、迎接治理挑战。The emergence of the risk society has broken the boundaries of traditional risks and changed the influence mechanism and utility mechanism of risks. Consequently, it posed a huge impact and challenge to the national security governance system, and put forward increasingly high requirements for the systematization, integrity, and synergy of national security governance capabilities. From the perspective of the whole life cycle of national security governance, governance capabilities are mainly composed of five aspects, namely, the guiding power of agenda setting, the decisive power of policy regulation, the contingency power of emergency, the coordination power of departmental cooperation, and the leadership power of timely organizational change. In the context of the new time and space, the construction of these capabilities has to confront five major challenges in varying degrees, including obstruction of risk early warning, hesitation in policy regulation, rigidity in emergency response, difficulties in cooperative governance, and constraints on organizational change. In the historical process of continuous advancement of Chinese path to modernization, the modernization of national security governance capabilities should be promoted in an overall manner in terms of optimizing agenda guidance, enhancing policy decision-making,establishing emergency contingency, improving organizational coordination, and cultivating organizational change leadership. As a result, it is expected to resolve security risks effectively and meet governance challenges.
