摘　　要：在新时代背景下,清远市人口老龄化的问题随着经济的发展和城市的进步不断凸显出来。为实现政府、社会、社区、家庭的有效链接,提升清远市社区居家养老服务质量,文章对清远市社区居家养老服务中心及其工作人员和辖区老人进行走访调研,从政策情况、服务中心建设情况、设施设备及服务内容等方面分析了现阶段清远市居家养老服务的现状及问题,试图从TQM全面质量管理视角出发,从全员参与、全过程管理供需匹配度、全方位构建居家养老服务格局三个维度对社区居家养老服务质量提升提出建议,以期为清远市社区养老服务提质增效提供相关参考。Under the background of the new era, the problem of population aging in Qingyuan City has been highlighted with the economic development and urban progress. In order to realize the effective link between the government, society,community and family, and improve the quality of community home-based elderly care service in Qingyuan City, this paper visits and investigates staff of the community homebased elderly care service center and the elderly in its jurisdiction in Qingyuan City. From the aspects of policy, service center construction, facilities, equipment and service content, this paper analyzes the current situation and problems of home-based elderly care service in Qingyuan City, and tries to put forward suggestions from the perspective of TQM comprehensive quality management on improving the quality of community home-based elderly care service from three dimensions of full participation, whole process management supply and demand matching, and all-round construction of home-based elderly care service pattern, hoping to provide relevant reference for improving the quality and efficiency of community elderly care service in Qingyuan City.
