新《档案法》视域下档案资源建设能力研究

摘　　要：新《档案法》要求拓宽档案资源开发、推进档案资源信息化建设、充分发挥档案公共服务能力,为我国档案资源建设能力提出重要发展机遇和挑战。当前我国档案资源建设能力依然存在档案资源开发利用意识不强、资源公共服务能力以及信息化能力不足等问题。鉴于此,加强档案资源收集及资源整合,以增强档案资源开发利用能力;推进档案资源开放利用及文化服务能力,以提高档案资源公共服务能力;加强档案资源整合和资源共享能力,有利于提高档案信息化能力;明确档案安全工作职责并加强档案执法监督检查,进而增强档案资源安全管理能力。The new Archives Law calls for expanding the development of archival resources,promoting the information construction of archival resources and giving full play to the public service capacity of archival resources,which brings important opportunities and challenges for China’s archival resources construction ability.At present,there are still some problems in the capacity of archival resources construction in China,such as the lack of awareness of development and utilization of archival resources and the lack of public service ability and information ability.In view of this,we should strengthen the collection and integration of archives resources to enhance the development and utilization of archives resources,promote the open utilization and cultural service ability of archives resources to improve the public service ability of archives resources,strengthen the archival resources integration and resources sharing ability to strengthen the archives informatization ability,and clarify the archives safety work responsibilities and strengthen the supervision and inspection of archives law enforcement to enhance the archives resources security management ability.
