基于GIS的国有资产管理信息化建设及其规划应用——以泉州古城为例

摘  要:目前的国有资产信息管理平台无法满足政府规划决策提出的新要求,呈现出信息不清晰、协同效率低、动态监管能力差等问题。在新形势下,实现国有资产标准化、动态化和智慧化管理,以盘活现有城市资源、辅助规划决策的任务刻不容缓。基于此,本文以泉州古城国有资产管理平台的信息化建设为例,从数据收集、数据库搭建和系统设计三个环节详细阐述了国有资产信息化管理的技术方法和流程。研究结果表明,新平台具备数据标准化、共享化和可视化三大功能,可为后续的古城规划与监管提供科学、高效的数据服务。在未来,该平台将更加注重公众的主体性地位,推进“以人为本”古城复兴目标的实现。With the development of social economy, the current state-owned assets information management platform has been unable to meet the new requirements of government’s planning and decision-making. It has problems such as unclear information, low coordination efficiency, poor dynamic supervision. It is urgent to realize the standardized, dynamic and intelligent management of state-owned assets and revitalize urban resources and assist planning and decision-making. Taking the information construction of the state-owned assets management platform of Quanzhou ancient city as an example, this paper expounds the technical methods and processes of state-owned assets information management in terms of data collection, database construction and system design.Results show that the new platform has three functions: data standardization, data sharing and data visualization. It provides scientific and efficient data services for the follow-up planning and supervision of the ancient city. In the future, the subjective status of the public will be more valued on the platform. It will promote the realization of the goal of people-oriented revitalization of the ancient city.
