摘 要:为提升电力系统清洁能源消纳能力,并保障常规电源电量计划执行,提出了一种考虑计划执行与新能源消纳的中长期调度计划优化方法.通过考虑新能源电量、电力的不确定性,结合不同电源启停调峰性能上的差异,构建了基于两层架构的中长期调度计划优化方法.上层模型重点考虑新能源电量预测不确定性,而下层模型充分考虑新能源电力预测不确定性.结果表明,该方法能够优化燃煤电厂启停调峰方式,实现电量计划与新能源消纳的协调,解决电量执行偏差及弃风、弃光等问题.In order to improve the consumption ability of clean energy for power system and ensure the schedule execution of electricity quantity as conventional power supplies, an optimization method for the medium and long term power dispatch schedule considering both schedule execution and new energy consumption was proposed. By considering the uncertainty of electricity quantity and electric power for new energy and combining the performance differences due to start-stop peak regulation for different power supplies, the optimization method for the medium and long term power dispatch schedule based on a two-layer architecture was established. The upper model focused on the uncertainty of electricity quantity prediction for new energy, while the lower model fully took the uncertainty of electric power prediction for new energy into consideration. The results show that the as-proposed method can optimize the start-stop peak regulation modes of coal-fired power plants, realize the coordination between electricity quantity schedule and new energy consumption, and solve such problems as the execution deviation of electricity quantity as well as wind and light abandoning.
