中国人口计划生育政策调整完善过程分析

摘　　要：对中国人口计划生育政策发展变动过程进行详细地梳理和分析,结果发现,中国人口计划生育政策具有鲜明的时代性,人口计划生育政策与时俱进的特征明显。总体上,可以将中国人口计划生育政策分为六个阶段,分别是酝酿探索、全面启动、加强管理、稳定水平、统筹完善、配套优化等重要阶段。不同阶段之间的生育政策具有较强的延续性。人口计划生育政策曾经对控制中国人口增长,对促进中国人口转变发挥了重要的作用。但是进入新时代,人口问题变得更加复杂,人口计划生育政策作出了进一步的调整和优化,并逐渐配套与生育服务相关的社会经济政策,对促进中国人口长期均衡发展具有非常重要意义。s:The development and change process of Chinese population and family planning policy since the founding of New China for more than 70 years are analyzed in detail.The results show that Chinese population and family planning policy has distinct characteristics of the times,and the population policy keeps pace with the times.Generally speaking,Chinese population birth policy can be divided into six stages:brewing and exploring,starting in an all-round way,strengthening management,stabilizing level,making overall plans and perfecting,and supporting and optimizing.The birth policies in different stages have strong convergence.The population and family planning policy has played an important role in controlling Chinese population growth and promoting population transformation.In the new era,the population problem has become more complicated,the population policy has been further adjusted and optimized,and the social and economic policies related to fertility have been gradually improved and matched,which is of great significance for promoting the long-term balanced development of Chinese population.
