产业扶贫项目可持续性开展的困境分析--以T县为例

摘　　要：扶贫过程中往往注重的是“智志双扶”,即扶贫先扶志,认为扶贫应当先激发贫困户的主观能动性,使他们有信心参与脱贫,这些固然重要,然而在实际扶贫过程中,贫困户积极参与扶贫项目,但扶贫项目却因为各种原因成为“短命”项目,长此以往便逐渐消磨贫困户的脱贫信心,因此,扶贫项目的可持续性开展也是增加贫困户脱贫信心的关键。以T县为例,通过调查研究T县的部分产业扶贫项目来探讨扶贫资金在项目运作中发挥的效用以及扶贫项目选择的可持续性,进而找出扶贫项目存在的问题并进行分析。In the process of poverty alleviation,we often pay attention to“supporting both wisdom and ambition”,that is,supporting the will before poverty alleviation.We believe that poverty alleviation should first stimulate the subjective initiative of poor households and enable them to participate in poverty alleviation with confidence,which is of course important.However,in the actual poverty alleviation process,poor households actively participate in poverty alleviation projects,but the poverty alleviation projects have become“short-lived”projects for various reasons,which will gradually erode the poverty alleviation confidence of poor households in the long run,the sustainability of poverty alleviation projects is also the key to increase the confidence of poor households to get rid of poverty.Taking T County as an example,this paper investigates some industrial poverty alleviation projects in T county to explore the effectiveness of poverty alleviation funds in project operation and the sustainability of poverty alleviation project selection,so as to find out the existing problems of poverty alleviation projects and analyze them.
