对国家“江河战略”的认识与思考

摘　　要：“江河战略”是习近平总书记亲自谋划亲自部署的重大国家战略,是以江河水资源为纽带、以流域为单元整体推进经济社会各领域协同发展的国家战略,是与其他各项重大国家战略协调互济的发展战略,是以生态文明建设为核心理念、以流域性整体生态保障为基础推进经济社会高质量发展的国家战略。国家“江河战略”以长江经济带发展战略和黄河流域高质量发展战略为典型示范得以建立起来,势必要在这两个流域率先组织实施,并逐步在全国范围内得以贯彻落实。文章通过对“江河战略”确立过程及背景分析,针对这一重大国家战略的概念内涵以及贯彻实施问题提出了初步的认识和思考。The“River Strategy”is a major national strategy planned and deployed by General Secretary Xi Jinping.It takes river as the link and basin as the unit to promote the coordinated development of economic and social fields as a whole,which is coordinated and complementary with other major national strategies.The ecological civilization construction is the core concept of the“River Strategy”,in which high-quality economic and social development is promoted based on the overall ecological safeguard system of the basin.The“River Strategy”has been established by taking the development strategy of the Yangtze River Economic Belt and the high-quality development strategy of the Yellow River Basin as typical cases.Therefore,the“River Strategy”should be organized and implemented in these two basins firstly,and gradually promoted nationwide.This paper clarifies preliminary understanding and thought on the concept and implementation of the“River Strategy”based on its establishment process and background.
