长江三峡工程管理法治建设简论

摘　　要：长江三峡工程管理法治建设是全面推进依法治国、保障三峡工程长期安全可持续运行、支持长江经济带发展的必然要求。按照《法治中国建设规划(2020—2025年)》的总体要求,提出三峡工程管理法治建设的总体设想。分析三峡工程管理现行法律规范存在的问题,提出三峡工程管理法治建设的首要任务是加强立法,以制定三峡工程管理专项行政法规为重点,健全完善三峡工程管理法制体系,全面推进三峡工程管理法治建设,为三峡工程管理提供有力法治保障。The legal construction in the management of the Three Gorges Project of the Yangtze River is an inevitable requirement for comprehensively promoting the law-based governance of the country,ensuring the long-term safe and sustainable operation of the Three Gorges Project,and supporting the development of the Yangtze River Economic Belt.According to the overall requirements of the Plan on Building the Rule of Law in China(2020—2025),the general idea of the legal construction in the management of the Three Gorges Project is proposed.This paper analyzes the problems existing in the current legal norms for the management of the Three Gorges Project,and puts forward that the primary task of the legal construction in the management of the Three Gorges Project is to strengthen legislation,focus on the formulation of special administrative regulations,improve the legal system,thus provides a strong legal guarantee for the management of the Three Gorges Project.
