摘　　要：不同于其他市场要素,水资源受到诸多自然因素的制约而无法自由流动,建立全国统一用水权交易市场有利于发挥市场机制在水资源配置效率提升中的作用,促进水资源节约集约利用。那么,全国统一用水权交易市场有何特殊的定位和发展目标?其交易规则、交易标准和监督管理制度如何制定?需要进行系统的规范研究。文章结合我国用水权交易市场发展历程,对全国统一用水权交易市场中的若干重要概念进行辨析,并给出其内涵界定。从用水权初始配置、市场准入、交易流程和规则、平台建设、监督管理等方面提出全国统一用水权交易市场运行机制,为加快推进用水权交易市场建设提供决策参考。Unlike other market factors, water resources are restricted by various natural factors and cannot circulate freely. The establishment of a national unified water rights exchange market is conducive to giving play to the role of market mechanism in improving the allocation efficiency of water resources and promoting the conservation and intensive use of water resources. Therefore, a systematic and normative study is essential to understand the special positioning and development goals of the national unified water rights exchange market as well as the formulation of its exchange rules, standards, supervision and management system. Based on the development of China’s water rights exchange market, this article analyzes important concepts in the national unified water rights exchange market. It also proposes the operation mechanism of the national unified water rights exchange market in terms of initial allocation of water rights, market access, exchange process and rules, platform construction, supervision and management, to provide decision-making references for advancing the construction of water rights exchange market.
