摘　　要：文章从“十四五”水利工程水价改革面临的新形势出发,分析了“准许成本加合理收益”的水价改革新模式,基于四川省水利工程水价改革现状,提出了四川省水利工程水价改革思路及内容构想,从顶层设计、智慧水利、试点示范三方面提出相关政策建议。Facing the new situation of the water price reform of water conservancy project during the 14thFive-year Plan period, this article analyzes the new pattern of water price reform, i.e., permitted cost+reasonable revenue. Based on the current situation of the water price reform of water conservancy project in Sichuan Province, the article further puts forward the idea and conception of the water price reform in Sichuan, as well as policy suggestions including top-level design, smart water conservancy and pilot demonstration.
