摘 要:在重新界定普惠性人力资本投入内涵的基础上,基于普遍性、非歧视性和受惠性三个维度构建评价指标体系,测度了2003—2020年中国省际普惠性人力资本投入水平,并考察了其对城乡共同富裕的推动作用。研究发现,普惠性人力资本投入能够推动城乡共同富裕。调节效应分析表明,财政自主权和户籍门槛在现阶段均削弱了普惠性人力资本投入对城乡共同富裕的推动作用。机制分析表明,普惠性人力资本投入通过改善劳动者的技能水平、提升社会人力资本存量、推动劳动力在产业间的流动和配置,促使居民增收和产业发展。This paper redefined the connotation of inclusive human capital investment, and built an evaluation index system based on three dimensions of universality, non-discrimination and benefit. Then the paper measured the level of provincial inclusive human capital investment in China from 2003 to 2020, and investigated its role in promoting urban-rural common prosperity. The research found that inclusive human capital investment has promoted urban-rural common prosperity. Moderating effect analysis showed that, at this stage, fiscal autonomy and registered residence threshold both weakened the promoting effect of inclusive human capital investment. Mechanism analysis revealed that, inclusive human capital investment could raise workers’ skill level, upgrade the stock of social human capital and promote the flow and allocation of labors among industries, so as to increase residents’ income and promote industrial development.
