海外仓的储运关系协调与运输政策价值挖掘

摘　　要：仓储和运输存在内在统一关系,在不同条件下互相转化。研究海外仓的储运关系,不仅是海外仓自身高质量发展的需要,同时对于运输政策创新也具有重要参考价值。海外仓利用仓储前置提高了时效,发挥了运输的规模经济效应,同时亦缓解了运输的不确定性问题。从仓储看运输,储运关系不协调仍是目前海外仓发展中的重要梗阻,未来海外仓的更高质量发展应立足更加紧密协调的储运关系,加强同运输的联动与融合,进一步优化布局和拓展功能价值;从运输看仓储,充分利用海外仓的运输支点功能,在探索提高物流时效的路径、促进各运输方式有效竞争、增强交通韧性几方面,可以很好地实现以储促运。Storage and transportation have an inherent unified relationship and transform each other under different conditions. Studying the relationship between storage and transportation of overseas warehouses is not only necessary for the high-quality development of overseas warehouses themselves, but also has important reference value for transportation policy innovation. Overseas warehouses use storage front to improve the time efficiency and give full play to the scale economy effect of transportation and alleviate the uncertainty problem of transportation. From storage to transportation, the uncoordinated storage and transportation relationship is still an important obstacle in the development of overseas warehouses, and the higher quality development of overseas warehouses in the future should be based on more closely coordinated storage and transportation relationship, strengthen the linkage and integration with transportation, further optimize the layout and expand the functional value;from transportation to storage, make full use of the transportation pivot function of overseas warehouses, explore the path of improving logistics timeliness, promote the effective competition of each transportation mode, and enhance the transportation resilience. From the perspective of transportation, making full use of the transportation fulcrum function of overseas warehouses can realize storage and transportation in exploring the path of improving logistics timeliness, promoting effective competition among transportation modes, and enhancing transportation resilience.
