美国“印太战略”的调整与中国周边外交的因应

摘　　要：中共十八大以来,周边外交在中国对外关系中的地位持续提升,周边作为中国外交优先方向在中国外交全局中的战略价值进一步凸显。习近平新时代中国周边外交的理念与实践不断得到新的发展。在新冠疫情和俄乌冲突效应相互叠加的背景下,美国通过调整“印太战略”收紧对华政策,不但导致中美关系严重倒退,也使中国周边环境受到了强烈扰动。美国在中国周边地区推动的“印太战略”摆出了“常山之蛇”阵势,这一战略在手段运用和地域分布上存在多点布局、缺乏重心的缺陷,很难充分发挥美国联盟体系的整体力量。然而,它仍对中国周边环境具有一定的破坏性,主要表现在中国周边地区主要行为体随美国战略调整而出现的因应策略变化,给中国与周边国家的互动增添了新的不确定性。在中美矛盾激化背景下,中国需要更加重视经略周边,这要求中国转变周边安全工作思路,实现从维护周边稳定到塑造安全秩序的思路转变,强化对周边秩序的塑造和引领能力,打造中国周边安全架构的伙伴支撑体系。Since the 18th CPC National Congress,the role of neighbourhood diplomacy in China's foreign relations has continued to grow,and the strategic value of neighbourhood relations as a priority of China's overall diplomacy has been further emphasised.The doctrine and implementation of China's neighbourhood diplomacy in the new era have made new progress.Against the backdrop of the overlapping effects of COVID-19 and the Russia-Ukraine conflict,the US tightened its China policy by adjusting the"Indo-Pacific Strategy",which not only caused a serious setback in China-US relations,but also severely disrupted China's neighbourhood relations.The United States'adjusted"Indo-Pacific Strategy"was characterized as“linear tactics”by the lack of center of gravity,thus it is difficult to give full play to the overall strength of its alliance system.However,it still has certain destructive effect on the interaction between China and its neighboring countries,mainly by the strategic response of major actors in China's neighboring regions to the US adjustment of"Indo-Pacific Strategy".Such response and trilateral interaction added new uncertainty to China's neighboring relations.In the context of intensifying contradictions between China and the United States,China needs to pay more attention to the management of its periphery,which requires China to change its thinking mode on peripheral security work,i.e.,from maintaining peripheral stability to shaping the security order.China should strengthen its ability to shape the surrounding order,and to build a partner support system for the security framework of China's periphery.
