编制管理的目标取向:人事相宜还是规模控制?--基于T省航道系统(1974-2015年)的时间序列分析

摘  要:现代政府人事管理应以人事相宜为首要目标,并在此前提下追求精简高效。以T省航道系统(1974-2015年)为考察对象的时间序列分析表明:编制人员规模受到体制改革政策而非工作任务的显著影响;而编外人员规模受全省人员编制总量和一般公共服务支出的显著影响,即在编制总量一定的条件下,编外人员规模受经济实力的显著影响。这表明T省航道系统人员编制管理的目标取向呈现规模控制而非人事相宜的突出特点,偏离了编制管理的政策精神。应对编制管理进行目标纠偏、淡化编制的身份属性并加快研制部门编制配置的客观标准等,从而推动编制管理的健康发展和部门编制管理的科学化。Keeping reasonable staff-assignment match should be the primary goal of personnel management of a modern government.Under this premise will government pursue a streamlined and efficient personnel management.Taking the waterway system of T Province(1974-2015)as an example,our time-series analysis findings are as follows:the size of permanent staff is significantly influenced by structural reform policy rather than the workload;while the size of temporary staff is significantly influenced by the totality of provincial permanent staff and regular expenditure of public service,that is,given the certain totality of permanent staff,the size of temporary staff is significantly influenced by economic power.This shows that the permanent staffing administration of waterway system in T Province obviously orients towards the control of size rather than keeping personnel and governance in balance,which deviates from the policy spirit of China’s permanent staffing administration.We should correct the deviation in staffing administration,downplay the identity attribute of the staff,and create objective standards for the staffing of departments,thus providing new ideas for healthy development of staffing administration.
