摘　　要：政策科学在蓬勃发展的过程中经历了一次由实证主义向后实证主义的范式变迁,在公共政策研究重拾对民主的关注后,作为替代性政策过程理论之一的政策反馈理论逐渐兴起。该理论认为,政策科学应当更加关注政策过程中公共政策的内生性。政策不仅是政治系统的产出,也是政策过程的输入因素,已有的政策能够重塑政治过程,并影响未来的公共政策。政策反馈理论缘起于政治学中的历史制度主义分析范式,其理论特色是强调政策本身在政策过程中的本体论地位,并思考已有政策对于政策过程的影响途径和机制。文章在较为全面地追溯政策反馈理论的起源、基本主张与研究问题的基础上,归纳出该理论的整体分析框架,探讨研究政策反馈的途径,并总结该理论目前发展的贡献、局限性和未来前景,为我国公共政策研究提供借鉴与启示。Policy science went through a paradigm shift from positivism to post-positivism in the process of its vigorous development. As public policy studies refocuses on democracy, policy feedback theory has gradually emerged as one of the alternative policy process theories. The theory holds that the endogenous nature of public policy in the policy process deserves more attention, and that policy is not only the output of the political system, but also the input factor of the policy process. Existing policies have the capacity to reshape the political process and influence future policies. Policy feedback theory originates from historical institutionalism in political science. The key characteristic of the theory is to affirm the ontological status of the policy itself in the policy process and explain the approaches and mechanisms of the influence of existing policies on the policy process. The article develops a comprehensive analytical framework for the policy feedback theory based on tracing its origin, fundamental propositions, and research. It also discusses the approaches to studying policy feedback and summarizes the theory’s contributions, limitations, and potential ways to develop it, aiming to contribute to China’s public policy research.
