京津冀地区绿色经济效率测度及影响因素研究--基于超效率SBM和Tobit模型的分析

摘　　要：绿色发展是实现京津冀地区人与自然和谐共生的必由之路,对于创造新时代高质量发展的标杆具有重要意义。基于2014-2020年京津冀地区13个地级及以上城市的面板数据,选取考虑非期望产出的超效率SBM模型对各城市的绿色发展效率进行测度,并构建Tobit模型对影响京津冀地区绿色发展效率的主要因素进行回归分析。结果表明:京津冀地区的绿色发展水平相对较高,呈现小幅度波动上升的趋势。显著影响京津冀地区绿色发展效率的因素为:经济发展水平、产业结构和科技发展水平,环境规制对绿色发展效率提升的正向作用并不显著;城镇化和能源消耗显著抑制京津冀地区绿色发展效率的提升。Green development is the only way to realize the harmonious coexistence between man and nature in The Beijing-Tianjin-Hebei region,and it is of great significance to create a benchmark of high-quality development in the new era.Based on the panel data from 13 cities of prefecture-level and above in Beijing-Tianjin-Hebei region from 2014 to 2020,the super-efficiency SBM model considering the non-expected output was selected to measure the green development efficiency of each city,and the Tobit model was constructed to conduct regression analysis on the main factors affecting the green development efficiency of the Beijing-Tianjin-Hebei region.The results show that the level of green development in Beijing-Tianjin-Hebei region is relatively high,showing a trend of small fluctuation.The factors that significantly affect the green development efficiency in Beijing-Tianjin-Hebei region are economic development level,industrial structure and technological development level,and environmental regulation has no significant positive effect on the improvement of green development efficiency.Urbanization and energy consumption have significantly inhibited the improvement of green development efficiency in the Beijing-Tianjin-Hebei region.
