Expert consensus on the neonatal health care specialty construction

摘　　要：新生儿期是人生的特殊时期,在这一阶段降低死亡率、提高生命质量,是促进人口长期均衡发展的重要基础。世界卫生组织、联合国儿童基金会指出,应采取措施提高新生儿期的保健服务质量,消除可预防的新生儿死亡。《中国儿童发展纲要(2021—2030年)》中将完善医疗机构新生儿科质量规范化管理体系、加强新生儿保健专科建设作为保障新生儿安全与健康的重要策略。基于此,中华预防医学会儿童保健分会成立专家组,参考国际指南中新生儿保健服务的质量评估标准,结合我国儿童保健工作实际情况,制定本专家共识,以指导各地持续加强新生儿保健专科建设,提升各级医疗保健机构的新生儿保健服务能力。Neonatal period is a special period of life. Reducing mortality and improving quality of life at this stage is an important basis for promoting the long-term balanced development of the population. The World Health Organization and the United Nations Children′s Fund pointed out that measures should be taken to improve the quality of health care services in the neonatal period and eliminate preventable neonatal deaths. In the National Program for the Development of Children in China(2021-2030), improving the standardized quality management system of newborns and strengthening the construction of newborn health care specialties are important strategies to ensure the safety and health of newborns. Based on this, the Child Health Society of Chinese Preventive Medicine Association set up an expert group to formulate this expert consensus, by referring to the quality standards of newborn health services in the international guidelines and combining the actual situation of children′s health care in China. This consensus can be used to guide all regions to continuously strengthen the construction of newborn health care specialties and improve the newborn health service capacity of institutions at all levels.
