摘　　要：为了解非法客运背后的真正根源,提高政府效能,落实人民城市发展理念,分别采用问卷调查法、抽样调查法、访谈调查法对非法出租客运问题进行分析和总结,通过梳理和研究认为,城市非法客运产生既与城市交通运营能力有关,也与政府部门治理能力不足、治理行为失效存在关联。因此,可以通过完善依法行政体系、推行合作治理、扩大公共交通供给等策略,解决城市非法客运难题,最终实现城市发展造福于人民之目的。in order to understand the real root behind illegal passenger transport,improve government efficiency and implement the concept of people’s urban development.This paper uses the questionnaire survey method for passengers and taxi drivers,the sampling survey method for illegal passenger transport drivers,and the interview survey method for government staff to sort out the current situation of illegal passenger transport and its governance,and points out that the causes of urban illegal passenger transport are not only related to the urban traffic operation capacity,but also related to the insufficient governance capacity of government departments Governance behavior is related to failure.Therefore,we can solve the problem of urban illegal passenger transport by improving the administrative system according to law,implementing cooperative governance,expanding the supply of public transport and guiding people to travel green,so as to finally realize the purpose of urban development for the benefit of the people.
