宏观政策“三策合一”加强政策协调 着力推动中国经济高质量发展

摘　　要：党的二十大报告指出,“高质量发展是全面建设社会主义现代化国家的首要任务”,将高质量发展的重要性提升至新的高度。本文从经济运行和宏观政策两方面视角研究如何更好地实现高质量发展。从经济运行的视角看,实现高质量发展需要改善供给结构、改善总需求结构和构建新发展格局。从宏观政策的视角看,实现高质量发展需要加强宏观政策协调。这需要秉持宏观政策“三策合一”新理论框架具体做好两方面主要工作:第一,大力实施结构政策改善经济结构,从而加强结构政策与稳定政策的协调;第二,在积极使用结构政策的基础上,货币政策和财政政策要各自达到应有的力度,从而加强货币政策和财政政策的协调。The Report of the 20th National Congress of the Communist Party of China pointed out that, “to build a modern socialist country in all respects, we must, first and foremost, pursue high-quality development.” The importance of high-quality development is further enhanced.This paper studies how to achieve high-quality development from the perspectives of economic operation and macro policy.From the perspective of economic operation, to achieve high-quality development, we need to improve the supply structure and the aggregate demand structure, and to build a new development pattern.From the perspective of macro policy, to achieve high-quality development, we need to strengthen macro policy coordination.To do this, we need to adhere to the new theoretical framework of “synthesization of three macro policies”.Specifically, there are two main tasks need to be done.First, structural policy should be implemented to improve the economic structure, so as to enhance the coordination between structural policy and stabilization policy.Second, on the basis of active use of structural policy, monetary policy and fiscal policy should achieve reasonable strength respectively, so as to enhance their coordination.
