摘 要:软件与信息技术服务业是推动制造业迈向高质量发展的重要支撑.如何构建计量模型并测算软件与信息技术服务业的生产率,是准确把握其发展规律并识别其影响机制的基本前提.以我国28个省份的软件与信息技术服务业的面板数据,基于Translog生产函数,构建随机生产前沿方法(SFA)与Malmquist指数相结合的全要素生产率测量模型,比较分析了我国软件与信息技术服务业全要素生产率及其分解效率,并建立Tobit回归模型实证检验信息技术对软件与信息技术服务业生产率的影响及城市化的调节效应.研究表明,资本投入显著正向影响软件与信息技术服务业的产出,人力资本投入对软件与信息技术服务业的产出具有负向影响;软件与信息技术服务业技术效率呈下降趋势,全要素生产率在统计期内平均增长了5.1%且区域增长差异明显;信息技术促进了全要素生产率,城市化负向调节信息技术与全要素生产率之间的关系.因此,应提高软件与信息技术服务业的人力资本质量,提高运作过程中的技术效率,重视城市化对全要素生产率的影响.Software and information technology services are an important support for the manufacturing industry to achieve high-quality development.How to construct the econometric model and measure the productivity of software and information technology service industry is the basic premise to accurately grasp its development law and identify its influencing mechanism.Based on the panel data of software and information technology service industry in 28 provinces of China,and based on Translog production function,a total factor productivity measurement model combining stochastic Production Frontier Method(SFA)and Malmquist index was constructed to compare and analyze the total factor productivity and decomposition efficiency of software and information technology service industry in China.Tobit regression model is established to empirically test the impact of information technology on software and information technology service productivity and the moderating effect of urbanization.The results show that capital input has a significant positive impact on the output of software and information technology service industry,while human capital input has a negative impact on the output of software and information technology service industry.The technical efficiency of software and information technology service industry showed a downward trend,and the total factor productivity increased by 5.1%on average in the statistical period,with significant regional differences.Information technology promotes total factor productivity,and urbanization negatively adjusts the relationship between information technology and total factor productivity.Therefore,we should improve the quality of human capital in software and information technology service industry,improve the technical eficiency in operation process,and pay attention to the impact of urbanization on total factor productivity.
