乡贤助力乡村公共体育服务建设的困境与对策

摘　　要：探讨当前乡贤参与乡村公共体育服务建设的现状,为我国乡村体育事业引入社会资本资助管理模式提出建议。运用文献资料法、实地调查法等,对我国中部某省X市的12个乡村的乡贤捐助体育软硬件情况进行调研,结果显示由于政府管理滞后、组织建设缺失、项目布局不科学、重硬件轻服务,以及出现大量场地设施荒废闲置损毁现象,影响着社会贤达助力乡村公共体育服务建设投入的积极性。鉴于此,研究认为应加强政策引导,建立完善的乡贤捐赠赞助乡村公共体育服务制度;采用有效的鼓励激励举措,营造良好的乡贤参与公益建设的社会氛围;项目规划上软硬件兼顾匹配,尽量贴近乡村居民生活实际;不搞形象工程,注重乡贤助力乡村公共体育服务建设的实际效益。Exploring the current situation of rural elites'participation in the construction of rural public sports services and making suggestions for the introduction of social capital management model for rural sports in China.Using research methods such as literature and field surveys,we investigated the situation of sports hardware and software donated by 12 village sages in X city of a central province in China,The results show that rural elites'enthusiasm in helping rural public sports service construction is affected by the government's lagging management,lack of organization and construction,unscientific project layout,emphasis on hardware but gently on services,and a large number of venues and facilities that are deserted,idle and destroyed.In view of this,the study concluded that policy guidance should be strengthened to establish a sound system for rural elites to donate and sponsor rural public sports services,adopt effective encouragement and incentive initiatives to create a good social atmosphere for rural elites to participate in public service construction,in the project planning of hardware and software,as close as possible to the actual life of rural residents,not to engage in vanity projects,focusing on the actual benefits of rural elites to help the construction of rural public sports services.
