高校知识产权管理关键路径研究——基于英国红砖大学的专利转化实践

摘　　要：[目的/意义]知识产权科学管理和高效转化是高等院校科技创新亟待解决的问题之一,也是目前知识产权强国建设的重要工作方向.[方法/过程]采用专利计量法、网络与文献调研方法等,首先对英国红砖大学的专利申请和转让基本情况进行统计分析,挖掘和归纳其知识产权管理和转化关键路径,揭示其共性和规律.[结果/结论]研究发现:①红砖大学在近20年来的专利申请增幅相对较小,但转让趋势呈逐步上升的活跃态势;②红砖大学在知识产权商业化合作战略引导、多层次专利转化服务管理模式、政策驱动的政产学研合作、创新创业导向的人才培养模式等方面值得借鉴;③从开展知识产权战略顶层设计、打通知识产权转化机构的全链条服务渠道、建立高契合度的知识产权课程体系等3个方面,对我国高校知识产权管理提出建议.[Purpose/Significance]Scientific management and efficient translation of intellectual property(IP)rights is one of the urgent issues for scientific and technological innovation in universities,and it is also a great concern of the current national IP strategy.[Method/Process]Using methods including patent bibliomatrics,network and literature research,this paper first made a statistical analysis of the basic situation of patent applications and translation of the six universities of the Red Brick Group in the United Kingdom,and then excavated and summarized the key paths of IP management and translation,and finally revealed their commonalities and rules.[Result/Conclusion]The research shows that:①In the past 20 years,the growth rate of patent applications in universities of Red Brick Group is relatively small,but the translation trend is gradually rising;②The following best practices of universities of Red Brick Group can be observed:the strategic guidance of IP commercialization cooperation,the multi-level patent translation services management mode,the government-industry-university-research cooperation focusing on policy coordination,the talent training mode driven by innovation and entrepreneurship;③Suggestions on IP management services are given to universities in China,from three perspectives of building top-level design for IP strategy,the whole chain services channel of IP translation institutions and an IP curriculum system with high compatibility.
