摘　　要：排污权有偿使用和交易是统一大市场建设的重要手段,也是推动建立健全生态产品价值实现机制、深化生态保护补偿制度改革、深化要素市场化配置综合改革的关键路径。通过对标国家试点工作目标和任务要求,阐述了湖北省排污权有偿使用和交易的政策发展历程以及试点工作情况,剖析了湖北省在试点实践中出现的制度体系不健全、定价机制不完善、市场动力不足、能力建设不到位、与排污许可衔接不深入等问题。从制度构建、体制机制、能力建设、绿色金融、制度衔接等方面提出了相应的对策建议。The system of paid use and trading of emission rights is an important means to construct unified big market,and also a key path to promote the improvement of the value realization mechanism of ecological products,ecological protection compensation system and the comprehensive reform of market-oriented allocation of factors.Around the objectives and task requirements of the pilot work,the development process and the pilot work of the paid use and trading of emission permits in Hubei Province was described in the present study.The research finding shows that there are a lot of problems in Hubei Province in top-level system,pricing mechanism,market force,ability building and connection with emission permit.Finally,suggestions are put forward from the aspects of top-level system,mechanism,ability building,green finance,system connection and so on.
