我国政府督查治理的制度变迁、实践逻辑与机制优化

摘　　要：党的十八大以来,政府督查在解决政策堵点、问题难点,保障中央政策权威方面发挥着重要作用,日益成为推进我国政府治理现代化建设的重要方式和工具。从制度变迁角度看,政府督查总体上经历了国家“政治行动”主导下的孕育期、党务督查引领下的发展期、政府重塑下的确立期和国家治理现代化建设下的成熟期。新时代政府督查是在沿革和发展原有督查制度基础上的创新,形成了以促进政策落实为驱动、以解决具体问题为导向、以优化政策决策为面向和以依法行政为指向的实践逻辑。推进政府督查治理需要进一步完善督查组织的协调协同机制、健全督查过程信息的多元反馈机制、强化督查结果正向激励与负向惩戒相结合的应用机制、提升公众参与的技术赋能机制。Since the 18th National Congress of the Communist Party of China,government supervision has played an important role in solving policy bottlenecks,problems and difficulties,and safeguarding the authority of the central policy.It has increasingly become an important way and tool to promote the modernization of China’s government governance.From the perspective of institutional change,the government supervision has generally experienced the following stages:the gestation period under the guidance of national“political action”,the development period under the guidance of party affairs supervision,the establishment period under the reconstruction of the government and the maturity period under the modernization of national governance.The government supervision in the new era is an innovation based on the evolution and development of the original supervision system.It has formed a practical logic driven by the promotion of policy implementation,guided by the solution of specific problems,oriented by the optimization of policy decision-making and directed at the administration according to law.To promote government supervision and governance,we need to further improve the coordination and coordination mechanism of supervision organizations,improve the multiple feedback mechanism of supervision process information,strengthen the application mechanism of combining positive incentives and negative punishment of supervision results,and enhance the technical enabling mechanism of public participation.
