摘　　要：文章阐述位于美国旧金山的非营利图书馆“互联网档案馆”主导并实施的受控数字借阅(Controlled Digital Lending, CDL)模式,评介澳大利亚《版权法修正案(版权获取改革)征求意见稿》中图书馆和档案馆向公众传播权合理使用规则的馆舍限制突破,论述疫情常态化和元宇宙语境下合理使用馆舍限制突破的价值,对我国《信息网络传播权保护条例》图书馆合理使用规则的修订提出建议。This article describes the Controlled Digital Lending model developed by the non-profit library "Internet Archive" in San Francisco, reviews the breakthrough of premises restrictions on the fair use of library and archives in Exposure Draft of the Copyright Amendment(Access Reform) Bill in Australia, discusses the value of the breakthrough of premises restrictions on the fair use in the context of epidemic normalization and metaverse, and puts forward suggestions on the revision of rules for the fair use of Chinese libraries in Regulations on the Protection of Information Network Dissemination Right.
