摘　　要：《禁毒法》颁行实施以来,强制隔离戒毒制度一直在理论置疑和社会观察中运行。但比较戒毒一体化进程与同期理论主张,仍可看到它们已由早先的各行其道转至深度融合。为回应社会需求和破茧而生,强制隔离戒毒系统不仅改变传统管控方式,探索分阶段治疗模式,为突出治疗、帮扶和服务角色,该系统还打破体制障碍和封闭惯性,后续照管出所人员,平衡维护个人健康和社会安全;与此同时,在全面推进社区戒毒框架思路中,公安机关适时收紧移送强制隔离戒毒的袋口,戒毒格局在两股推力下发生变化,社区戒毒发挥主要作用。在毒情缓解的当下,新的戒毒格局既已定型,强戒所收治人数下降,继续压缩收治范围和优化场所活动,明显比纠结于其去与留,更符合人的认知规律和制度阶段性发展的规律。Since the promulgation and implementation of the drug control law, the compulsory isolation drug treatment system has been operating in theoretical doubt and social observation. However, comparing the integration process of drug treatment with the theory of the same period, we can see that they have changed from their own ways to deep integration. In order to respond to the social needs and break the cocoon, the compulsory isolation and detoxification system has changed the traditional control mode and explored the phased treatment mode. In order to highlight the role of treatment, assistance and service, the system also breaks the institutional obstacles and closed activity inertia, and maintains personal health and social security through follow-up care of the out of hospital personnel.And even so, as the community drug treatment entered the specific implementation stage, the public security organs still tightened the pockets of transferring compulsory isolation for drug treatment in due time.The pattern of detoxification has changed under two forces, and community detoxification occupies a dominant position. At a time when the drug situation is alleviated and the number of people admitted to compulsory rehab centers is decreasing, the new pattern of drug treatment focusing on community drug treatment has been finalized. It is obviously more in line with people’s cognitive law and the law of phased development of the system to continue to reduce the scope of treatment and optimize place activities than to tangle with their going and staying.
