乡村旅游地发展中"公地悲剧"形成与治理研究——以五彩田园为例

摘　　要：乡村旅游优质资源的稀缺性和公共物品属性,共同决定着公地悲剧的形成与变化,进而影响乡村旅游的高质量发展与可持续发展,因此需要加强对公地悲剧的有效治理.论文以五彩田园为研究对象,通过实地考察与深度访谈等方法,以发展时间为轨迹,研究其形成与表现类型、影响因素、特征与治理现状,主要发现有:公地悲剧的形成与旅游地生命周期相吻合,两者变化呈现同步性;公地悲剧变化受土地政策、管理机制、生计变化等因素影响最大;利益是公地悲剧的晴雨表;治理部分失效.论文提出CMT+GCSS综合治理模型,认为对公地悲剧的有效治理,需要理念上保持治理动态化与手段上技术化;治理机制上的灵活性;主管部门的积极担当;利益相关者的参与和协作.The scarcity of high-quality rural tourism resourcesand the attributes of public goods jointly determine the formation and change of the tragedy of the commons,and then affect the high-quality and sustainable development of rural tourism,therefore,it is necessary to strengthen the effective governance of the tragedy of the commons.Taking colorful countryside as the research object,and taking its development time as the track,this paper studies the formation and expression types,influencing factors,characteristics and governance status of colorful countryside through field investigation,in-depth interview and other methods,the main findings are as follows:The formation of the tragedy of the commons coincides with the life cycle of the tourist destination,and the changes of the two are synchronous;The change of the tragedy of the commons is most affected by land policy,management mechanism,livelihood change and other factors;Interest is the barometer of the tragedy of the commons;The part of governance is no longer in force.The paper puts forward the CMT+CCSS comprehensive governance model,and believes that the effective governance of the tragedy of the commons needs to maintain dynamic governance concept and technical means;Flexibility in governance mechanism;The active responsibility of competent departments;The participation and collaboration of stakeholder.
