摘　　要：当前国际形势复杂多变,全球疫情疫病国门生物安全风险频发,一般贸易和非贸易渠道跨境电商等新兴产业的快速增长,走私、毒品等传统安全防控任务依然艰巨,海关各领域风险相互交织。海关作为国门卫士,既要“通得快”,也要“管得住”。既要有效落实相关政策制度,简化流程,促进通关便利化,还要依法依规管好,切实防控各种海关风险。本文通过梳理研究中国海关风险管理实践中,中国海关风险管理的发展历程,总结当前中国海关风险管理体系中存在的问题及不足,提出中国海关风险管理体系的优化建议,为增强中国海关风险管理能力提供借鉴和参考。The current international situation is complex and changeable,with frequent biosecurity risks of global epidemic diseases,rapid growth of emerging industries such as cross-border e-commerce in general trade and non-trade channels,traditional security prevention and control tasks such as smuggling and drugs are still difficult,and customs risks in various fields are intertwined.As the gatekeeper of the country,the customs should not only“pass through quickly”,but also“control well”.We need to effectively implement relevant policies and systems,simplify procedures and facilitate customs clearance.We also need to effectively prevent and control customs risks in accordance with laws and regulations.By combing and studying the development process of China’s customs risk management in the practice of risk management,this paper summarizes the existing problems and deficiencies of China’s customs risk management system,and puts forward suggestions for the optimization of China’s Customs risk management system,so as to provide reference for the enhancement of China’s customs risk management ability.
