摘　　要：口岸卫生应急处置是处理突发公共卫生事件的重要组成部分,其在当前常态化疫情防控的新形式下,已难以满足口岸公共卫生现场实践、职责要求及监管体制机制的现代化需求。本研究梳理了海关口岸卫生应急处置数字化建设存在的问题与不足,创新性地提出了构建应急预案“智慧图库”、应急指挥“智控中心”、应急资源“智理管家”、现场处置“智能助手”以及联防联控“智享平台”五大应急模块建设构想,从而打造与新形式相匹配的现代化口岸卫生应急处置体系,推进口岸卫生应急工作从“人治”到“智治”的转变,提高口岸卫生应急体系和能力的现代化。Public health emergency disposal in frontier ports is an important part of dealing with public health emergencies. In regular epidemic prevention and control,the current public health emergency disposal cannot meet the modernization,including practices,duties and regulatory mechanisms. This study reported problems and shortcomings on the digitalization of public health emergency disposal and creatively presented conceives of five emergency modules that were emergency planning “Intelligent Library”,emergency command “Intelligent Control Centre”,emergency resources “Intelligent Manager”,on-site disposal “Intelligent Assistant” and the joint prevention and control “Sharing Platform” respectively. This will create a modern system of port public health emergency disposal which to match the new situation,promote the transformation from “Man” to “Intelligentialize”and then improve the modernization of systems and capabilities.
