节水型灌区创建现状与完善建议——以安徽省东方红水库灌区和淠史杭灌区(木南片)为例

摘　　要：节水型灌区创建是提升农业灌溉用水效率、促进灌区高质量发展、强化水资源刚性约束的重要举措。通过分析安徽两个节水型灌区——岳西县东方红水库灌区和六安市金安区淠史杭灌区(木南片)创建中面临的形势与存在的问题,厘清节水型灌区创建关键因素与技术导向,对照节水型灌区创建要求与标准,分析指出节水型灌区创建现状及重点难点。The establishment of water-saving irrigation areas is an important measure to improve efficiency of irrigated water use,promote high-quality development of irrigation districts and develop rigid constraints mechanism for water utilization.Through analysis of two water-saving irrigation areas in Anhui Province,namely the Dongfanghong Reservoir Irrigation Area in Yuexi County and the Pishihang Irrigation Area in Jinan District of Lu’an City(Munan District),key factors and technical guidance are specified for the establishment of water-saving irrigation districts.Current status of water-saving irrigation district construction and key and difficult points are analyzed with comparison to requirements and standards.
