摘　　要：“省直管县”改革作为中央深化县制体制改革的政府分权举措,其对试点县域经济增长的改革效应以及影响机制需要得到科学的理论判断与实证检验,这关乎政府分权理论的适用情境与县域体制改革的深化方向。以政府分权理论为研究视角,构建“省直管县”改革影响县域经济增长的理论框架,探讨改革对县域经济增长的内在影响机制,基于河南省103个县域2000—2020年的面板数据,应用双重差分法(DID)对所提出的理论判断进行实证检验。研究发现:第一,静态DID结果显示,改革显著促进了试点县域的经济增长,对试点县域经济增长的平均年回报率为7.2%;第二,动态DID结果显示,由于改革的渐进性,改革的经济增长回报率呈现出明显的阶段性特征,“常规省直管”模式并未产生改革效应,而2014年“全面省直管”模式实施后县域发展自主权的全面强化,正是改革效应开始凸显并保持强势增长态势的根本原因;第三,影响机制检验表明,县域发展自主权的提升通过弱化吸纳效应而非强化激励效应实现了对经济增长的促进效应,主要表现为财政与招商引资方面的资源获取水平。As a government decentralization measure for the central government to deepen the reform of the county system,the“Province-Managing-County”reform requires a rigorous theoretical framework and empirical evaluation to determine its impact and influence mechanism on the economic growth of pilot counties.This is related to the applicable situation of government decentralization theory and the deepening direction of county system.However,existing literature fails to provide a clear understanding of the extent to which the“Province-Managing-County”reform can promote economic growth,and presents conflicting empirical evidence on the causal relationship between government decentralization and economic growth.From the perspective of government decentralization,this paper provides a theoretical framework for assessing the impact of the“Province-Managing-County”reform on county economic growth.It discusses the internal impact mechanism of reform on county economic growth and the theoretical judgment is empirically tested using the difference-in-differences(DID)based on panel data from 103 counties in Henan Province from 2000 to 2020.The findings are as follows:First,the results of static DID show that the reform significantly promotes the economic growth of the pilot counties,with an average annual growth rate of 7.2%.Second,the results of dynamic DID show that due to the gradual nature of the reform,the effect of reform on economic growth presents a phased feature.The“Conventional Provincial Direct Management”model does not produce a reform effect,yet after the implementation of the“Comprehensive Provincial Direct Management”model in 2014,the comprehensive strengthening of county development autonomy becomes the fundamental reason why the reform effect begins to highlight and maintain a strong growth trend.Third,further examination of the influence mechanism shows that the improvement of county development autonomy achieves the promotion effect on economic growth by weakening the absorption effect rathe
