摘　　要：国家“十四五”规划和2035远景目标纲要提出“发展高速铁路快运等铁路快捷货运产品”的要求,铁路行包以编挂在铁路旅客列车上的行李车为主要运输载体,采用客车化组织方式在全国主要城市之间搭建运输网,能够满足小批量、多频次的“站到站”“门到门”运输需求,是铁路快捷货物产品体系的重要组成部分。基于目前铁路行包运输方案的编制、实施情况,分析现行铁路行包运输方案编制管理现状,总结归纳存在的主要问题。通过借鉴国内快递企业的运输经验,结合铁路行包作业特点,提出依托信息技术的铁路行包运输方案智能化编制规划。China's 14th Five-Year Plan and the Long-Range Objectives Through the Year 2035 put forward the requirement of "developing high speed railway express and other railway express freight products."The main transportation carrier of railway luggage is the luggage van arranged on the passenger train,and the passenger train organization method is used to establish a transportation network between major cities in the country,which can meet the needs of small-batch and multi-frequency ustation-to-stationn and"door-to-door"transportation.It is an important component of the railway express goods product system.Given the current situation of preparation and implementation of railway luggage transportation plans,this paper analyzed the current situation of the preparation and management of railway luggage transportation plans and summarized the main problems.By drawing on the transportation experience of domestic express companies and considering the characteristics of railway luggage operations,this paper proposed an intelligent preparation strategy for railway luggage transportation schemes relying on information technology.
