摘　　要：本文基于政府工作报告中环境治理文本数据和北京大学企业大数据研究中心的创新环境指数,全面度量政府环境治理力度和区域创新水平,在系统广义矩估计的实证框架下考察了政府环境治理对区域创新的影响方向、传导机制及其异质性,并利用非参数百分位Bootstrap法进行中介效应检验。研究发现,其一,政府环境治理可以促进区域创新,二者关系呈现倒“U”型,以创新的总体和人均指数为被解释变量的转折点分别为0.052和0.063;其二,政府环境治理影响区域创新的机制可分解为人口规模效应、人力资本效应与产业结构效应,环境治理通过人口集聚、人力资本积累与产业结构升级促进了区域创新。其三,政府环境治理的创新效能呈现区域、时期和城市规模异质性。稳健性检验结果均佐证了以上发现的可靠性。进一步分析发现,地方政府之间存在环境治理“逐顶竞争”,竞争主要体现在经济维度上。本文的政策启示是,中央应完善地方政府环境治理的激励约束机制,通过环境治理持续激发区域创新活力,实现生态环境改善与经济提质增效的双赢。This paper is based on the government work report in environmental governance text data and the enterprise big data research center of innovation environment index,comprehensive measure of government environmental governance efforts and regional innovation level,in the empirical framework of the government environmental governance on regional innovation direction,conduction mechanism and its heterogeneity,and using nonparametric percentile Bootstrap method for intermediary effect test.It is found that first,government environmental governance can promote regional innovation,and the relationship is"inverted U-shaped".The turning points of overall innovation and per capita index are 0.052 and 0.063,respectively;second,the mechanism of government environmental governance affecting regional innovation can be decomposed into population scale effect,human capital effect and industrial structure effect.Environmental governance promotes regional innovation through population agglomeration,human capital accumulation and industrial structure upgrading.Thirdly,the innovation efficiency of government environmental governance presents the heterogeneity in region,period and city scale.The robustness test results all support the reliability of the above findings.Further analysis shows that there is"top by top competition"for environmental governance among local governments,which is mainly reflected in the economic dimension.When considering the impact of official heterogeneity,the"top by top competition"is significant among party secretaries and mayors,and party secretaries aged 55-58,higher degrees,non-party schools,and management majors may prefer environmental governance.The policy enlightenment of this paper is that the central government should improve the incentive and restraint mechanism of local government environmental governance,continuously stimulate regional innovation vitality through environmental governance,and achieve a win-win situation of ecological environment improvement and economic quality and efficiency i
