摘　　要：“治国必治边,治边先稳藏”,西藏工作在党和国家大局中具有特殊重要性,涉藏国际话语传播体系作为国家话语体系的重要组成部分,对于形成同我国综合国力和国际地位相匹配的国际话语权有重要价值。新时代新征程,加强涉藏国际传播话语体系建设,要以“亮明中国立场、讲好西藏故事、善于国际表达”为总体要求,以理论基础、符号图像及情感等要素为支撑,不断丰富充盈涉藏国际传播话语内容体系;力争在国际社会掌握涉藏议题设置的主动权,探索涉藏国际传播话语体系表达的有效方式;建设强有力的传播国际涉藏传播话语体系的媒介;加强对涉藏国际传播话语体系研究的支持力度。从而为建设团结富裕文明和谐美丽的社会主义新西藏,实现中华民族伟大复兴营造良好的国际舆论环境。"To govern the country well we must first govern the frontiers well,and to govern the frontiers well we must first ensure stability in Tibet."The work in Tibet is of special importance in the overall situation of the Party and the country.As an important part of the national discourse system,the Tibet-related international discourse communication system is of great value in forming an international discourse right that matches China's comprehensive national strength and international status.In the new era and on a new journey,to strengthen the construction of a discourse system for Tibet-related international communication,we should:constantly enrich and fill the content system of Tibet-related intermnational communication discourse with the overall requirements of"making China's position clear,telling Tibetan stories well,doing well at international expression"and with the support of theoretical basis,symbols,images and emotions;Strive to take the initiative in setting Tibet-related issues in the international community and explore effctive ways to express the Tibet-related international communication discourse system;Build a powerful media for the dissemination of internationalTibet-related communication discourse system;strengthen support for research on the discourse system of Tibet-related international communication.So that we can create a good intemnational public opinion environment for the construction of a united,rich,civilized,harmonious and beautiful socialist new Tibet and the realization of the great rejuvenation of the Chinese nation.
